Your mission
The Strategic Coordinator Partnership & Localisation plays an essential role in coordinating, promoting and supporting to advance War Child’s commitment on equitable partnership and localisation across the organisation and with actors that War Child Alliance (WCA) works with.
 
As part of its strategy development process, WCA initiated work on its localisation priority, to  continue transformation of the organisation towards realising its commitment to sharing power with affected populations and influencing other actors (local and international) to explore and adopt approaches that advance this principle. The objectives of the WCA localisation priority are as follows. 
  1. To define localization as it pertains to War Child’s mandate and vision
  2. To align War Child with a progressive and principled localisation standard
  3. To embed a culture that enables and trusts in the participation, representation and leadership of local actors, holding the organisation to account against agreed principles and standards
The designation of a Strategic Coordinator Partnership & Localisation signifies a clear action of the organisation to invest in resources (human and financial) to ensure the delivery of its strategic commitments towards transforming the organisation into one that shares power to local actors in addressing the needs and rights of the conflict-affected children and youth. The Strategic Coordinator Partnership & Localisation shall act as the focal point in the organization in facilitating and supporting teams to advance War Child’s commitment to value-based partnership and localisation within governance processes, country programmes, alignment of organisational policy and practices, dialogue, change management, and in learning  that will lead to the operationalisation of the WCA partnership & localisation frameworks.
 
Team
 
The Strategic Coordinator Partnership & Localisation directly reports to the Director of Program Quality, Scaling and Advocacy (PQSA), and provides the Localisation Steering Group a periodic update based on agreed deliverables. 
The role-holder will coordinate the Localisation Working Group (LWG), and facilitates the coordination of different task groups related to localisation work. (e.g Task Group for development of localisation monitoring framework,  WG on specific policy update/alignment, etc.). 

What you will do: 
 
Strategy deployment
  • Work closely with and advise the IMT in strengthening genuine power-sharing within WCA governance processes.
  • Coordinate development of a 3-year plan of action for change processes, in consultation with the localization working group, country directors, team leads and others, based on the ongoing policy gap analysis on our organizational policies and practices. These change processes will be led by relevant teams and task groups and will require IMT endorsement. 
  • Provide input into 3-year strategies/plans of various organisational units (country and departments) from the perspective of ensuring that such strategies/plans are adequately informed by the localisation framework.
 Coordination & Facilitation
  • Coordinate/enable internal localization platforms (i.e. steering group, working group, task groups etc.) that are designed to facilitate shared processes in realizing the provisions of the localisation framework.   [Note: These are still to be decided on for the next phase]
  • With the working group, roll out and socialise the WCA localisation framework by all organisational units to ensure a deeper understanding. This will be carried out as a participatory process where teams in the respective organizational units have an opportunity to reflect on the implications of the provisions of the framework on their work and jointly develop actions for aligning their work with the framework and the organizational strategy. 
  • Support different teams with targeted fundraising on specific localisation initiatives. This includes coordination with fundraising members and IFGD on mapping different donor requirements/criteria related to funding localisation initiatives.
 Policy Alignment and Revision 
  • Work with policy owners to finalise the 5 policies that have been prioritised in the gap analysis process – i.e. DCR/ICR Policy, Institutional Donor Funding Policy, Safeguarding Policy and Grant Management Policy – ensuring that these policies are developed/updated in-line with localization principles.
 Learning & Knowledge Management
  • Coordinate finalization and implementation of a localisation monitoring framework, including tools and guidance to support the localization framework; and organizing regular reflection and learning sessions at different levels and with different teams as appropriate. This process involves internal and external actors. The role-holder will ensure that such monitoring and learning processes will lead to further improvement of the WCA Localization framework.
  • Coordinate internal forums and processes for learning and reflection across the organization. 
  • Work with IT and other relevant teams to develop and manage a central online resource center (SharePoint) for information and learning exchanges on localisation within the organisation.  
  • Work with the Comms team in developing relevant information, education and communication (IEC) materials that reflect our localisation journey for our internal and external audiences. 
  • Exchange insights and lessons with other organisations working on transforming the sector to deliver its shared localisation commitments.
 Partnership Framework Development
  • In collaboration with key internal stakeholders, lead the development of a Partnership Framework that articulates the organisation’s vision on partnership and the principles that guide partnership engagement 
  • Coordinate the review and revision of the relevant partnership tools to align with these principles, including but not limited to: funding partnerships, implementing partnerships, humanitarian partnerships, knowledge partnerships, scaling partnerships. This will be done in coordination with the teams who own each of these types of partnerships for example: IFGD, PIIF, Global Programmes/Scaling, etc. 
  • Develop and maintain a data base of the Partnership Framework and partnership tools
  • Coordinate a mechanism to share and document learnings on partnerships
Your profile
  • A university degree in a relevant field. 
  • A minimum of 7 years of experience with project management in a development/humanitarian aid organisation. 
  • Oversee experience, preferably in one of the countries where War Child operates. 
  • Excellent writing and data management skills. 
  • Experience with organisational improvement processes.
  • Strong project management skills, with the ability to design, lead and deliver results across multiple simultaneous project strands. 
  • The experience and ability to move between process management, change management, tactical and operational issues and contribute with relevant content if applicable. 
  • Knowledge of (one of this theme’s) Programme Partnerships, Programme Implementation and Scaling is appreciated. 
  • Capacity to design and implement consultation processes which add to the quality of decisions and build the confidence of participants in the outcomes. 
  • Communication skills which clearly and transparently ensure that all stakeholders have the information they need to feel engaged in the process.
  • Good skills in budgeting and longer-range financial planning. 
  • Good meeting facilitation skills. 
  • Strong analytical skills and ability to cope with a high-paced environment.
