Regional Humanitarian Manager – Middle East

Your mission
The Regional Humanitarian Manager (RHM) plays a pivotal role in strengthening War Child’s emergency response capacity and enhancing the organization’s agility and impact in humanitarian crises. Reporting to the global Head of Humanitarian and working closely with the Regional and Country Directors, the RHM will lead efforts to prepare, position and respond to emergencies, and develop regional capacities to support children and communities most acutely affected by conflict.

This role will ensure that War Child can respond swiftly and effectively to emerging crises, develop and maintain strategic partnerships, and build operational resilience within country offices and partner organizations in the Middle East. The RHM will serve as a deployable resource to lead or support the initial phases of emergency responses.
 
Team
 
The RHM reports directly to the global Head of Humanitarian and works in close collaboration with:
  • Regional Director, Country Directors and Emergency Response Teams in assigned countries to support strategy, capacity building, and operational response.
  • Global Humanitarian Unit and Technical Advisors to ensure alignment with organizational priorities and best practices.
  • Regional and Global Partnerships & Business Development Teams to foster networks, enhance resource mobilization, and advance advocacy efforts.
  • Donors, INGOs, and Humanitarian Networks to secure funding and ensure coordinated responses.
  • Senior Leadership Teams at country and regional levels to ensure a cohesive approach to humanitarian planning and implementation.
What you will do:
 
1. Conflict Analysis, Preparedness, and Positioning 
  • Conduct conflict analysis, scenario planning, and risk assessments specific to the Middle East to inform War Child’s emergency preparedness strategies and advance positioning in the region.
  • Support country teams and the Regional Director to develop and implement early warning systems and anticipatory action plans to mitigate the impact of emerging crises in the region.
  • Monitor and drive completion of preparedness actions in coordination with relevant stakeholders.
  • Coordinate with regional stakeholders to align preparedness efforts with lessons learned, best practices and organizational priorities.
  • Work with Country Management Teams on strategic pathways to support children most acutely affected by conflict.
  • Collaborate with the Global Humanitarian Unit to continuously improve global approaches and frameworks
 
2. Regional Humanitarian Partnerships 
  • Build and sustain relationships with INGOs, local NGOs, and regional networks to strengthen operational partnerships and funding opportunities, relevant to anticipatory action and response.
  • Represent War Child in regional humanitarian coordination forums in the Middle East, advocating for children’s needs and the organization’s strategic priorities.
  • Leverage partnerships to enhance funding and operational collaboration, ensuring alignment with global standards. This includes the support of advance positioning of country offices for consortiums in ongoing and anticipated crises.
  • Collaborate with external actors, including UN agencies and regional bodies, to promote effective coordination and joint programming.
 
3. Capacity Building and Technical Support 
  • Assess and maintain an overview of staff capabilities, capacity gaps and operational readiness, tailoring capacity building plans for each country in the Middle East region. 
  • Lead structured training programs for War Child teams and partners in the Middle East to strengthen emergency response capabilities.
  • Mentor and develop local and regional staff, focusing on operational readiness and deployment of child-centered humanitarian interventions.
  • Facilitate knowledge sharing and learning across country offices to enhance regional best practices.
  • Maintain a regional surge roster for rapid deployments, as a regionalised component of the global emergency roster.
 
4. Deployment and Emergency Response Leadership 
  • Deploy to lead the first phase of emergency responses in the Middle East, ensuring effective planning, coordination, and execution.
  • Establish and lead Response Management Teams for small-medium emergency responses, guiding response teams through War Child's humanitarian framework and key deliverables while finding solutions for support needs and gaps.  
  • Transition operations to sustainable structures within country offices or integrate responses into long-term programs.
  • Provide hands-on leadership during high-impact crises, such as the start-up in Lebanon or Syria.
  • Coordinate with global surge capacity mechanisms to ensure timely and effective response support.
 
Your profile
  • Minimum of 8 years’ experience in humanitarian emergency response, with expertise in Middle East conflict settings.
  • Proven track record of leading multi-sectoral emergency responses, including child protection, education in emergencies, and mental health/psychosocial support.
  • Demonstrated success in building partnerships and securing institutional donor funding (e.g., ECHO, OCHA, UNICEF).
  • Strong understanding of humanitarian standards and frameworks, such as Sphere, CHS, and IASC guidelines.
  • Experience in high-risk environments with proven ability to manage security and duty-of-care measures.
  • Excellent communication skills, both written and oral, with the ability to represent the organization in high-level forums.
  • Experience in operational planning, monitoring, and evaluation in complex emergency settings.
  •  Desirable
    • Oral and written Fluency in English and Arabic.
    • Experience representing with regional networks in the Middle East
    • Strong financial management skills, including budget oversight and compliance with donor regulations.
    • Understanding of anticipatory action frameworks and their application in emergency settings.

  • Location : This role is to be based in one of the following War Child country offices: Afghanistan, Jordan, Lebanon, occupied Palestinian territories, Syria, Yemen. Applicants must be able to travel between countries in the Middle East. Preference is given to applicants who reside and have valid working permits. War Child does not offer relocation.
