General Objective of the Job
The oPt Security and Logistics Coordinator oversees comprehensive security management and coordinates the logistics of staff and vehicle movements across all War Child operations within the Occupied Palestinian Territories (oPt). This role is crucial for integrating global security standards with local operational needs, enhancing emergency preparedness, ensuring high standards of operational efficiency, and ensuring the safety of personnel and assets. The coordinator champions an inclusive, consultative approach, prioritizing staff wellbeing and gender inclusiveness in all security and logistical operations.

Essential functional relations: Operations Department Staff, Head of Programs, Project Coordinators and implementation team, WC partners.
The Post is based in Jerusalem and is willing to travel to the West Bank and Gaza.
Key Responsibilities and Tasks:
- Global Standards and Security Management – 30%
- Develop and maintain security management practices integrating WC, and global standards with the specific security needs of the oPt.
- Continuously update security plans, risk assessments, and contingency strategies, reflecting the unique geopolitical and social dynamics of the region.
- Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification, and preparation of the technical aspects of the project security policy and guidelines, evacuation plan, and contingency plan.
- Performing day-to-day monitoring of the application of security rules, staff safety, and access.
- Reporting to the Head of Operations/Country Director any problem that may arise.
- Crisis Management and Emergency Preparedness – 10%
- Develop comprehensive crisis management strategies, including robust communication redundancies to ensure operational continuity during emergencies.
- Establish emergency response protocols focusing on security measures for personnel safety, asset protection, and information security.
- Develop and document specific emergency response strategies for a variety of scenarios such as natural disasters, political unrest, or health emergencies, detailing the role's responsibilities in each scenario to ensure a tailored and effective response to diverse crises.
- Staff Safety, Fleet and Movement Coordination – 40%
- Arrange and oversee the coordination of all staff and vehicle movements across the oPt, ensuring operations are conducted safely and efficiently.
- Support the staff access and movement while moving to the field.
- Maintain active contact and communication with the Access Support Unit.
- Implement and maintain high standards for vehicle safety and driver training.
- Establishing and ensuring the implementation of the fleet and motorized equipment management activities ensuring compliance with standards, protocols, and procedures
- Ensuring technical support and providing coaching and addressing training needs to all staff to ensure they adhere to all War Child driving rules and regulations, take good care of their vehicles, prevent damage, perform routine maintenance activities, and other relevant documentation.
- Work closely with the oPt Logistics team on selecting and monitoring vehicles, equipment, and suppliers, ensuring compliance with safety and quality standards.
- Travel and Access – 10%
- Maintain access for WC Staff within the country including; issuing permits and Visas.
- Manage and support International Travel Requests and Trips.
- Prepare and implement a Travel Plan for each visit.
- Act as a Focal point to support the Country Office Visitors.
- Maintain all the logistics and movement requirements for WC visitors.
- Security Networking and Strategic Collaborations – 5%
- Actively participate in regional and international security networks and forums, ensuring War Child’s active participation and contribution to discussions and strategy development related to operational security.
- HNS Oversight, and Deconfliction – 5%
- Manage the effective operation of the Humanitarian Notification System, ensuring comprehensive coverage for staff movements, static locations, equipment, and supplies.
- Lead deconfliction efforts, coordinating with various humanitarian and local entities to prevent operational overlaps and enhance safety.
Result: Administrative tasks are handled in such a way that a filing system is in place, accurate and up to date.
