Your mission
Monitoring and Evaluation standards, guidelines, methods and tools
· Collaborate with the MEAL unit in developing and implementing MEAL frameworks and tools for projects and programs in line with the global monitoring framework
· Ensure data collection is in line with the project framework and highlight periodically any missing information to project managers
· Track, analyze and report project performance against targets and indicators to the project manager. 
· Conduct field observation visits and generate reports accordingly.
· Produce timely and accurate MEAL reports, highlighting project achievements, challenges, and recommendations. 
· Ensure before implementation project participants outreach fit the project selection criteria
Internal and External Collaboration and Support
· Support program staff and local partners in the implementation of MEAL tools; 
· Participate in meetings with program staff to reflect on findings and agree on action plans.
Data Information Management
· Develop and maintain databases to store project data.
· Ensure accurate and secure data collection, storage, and retrieval systems.
· Analyze data to generate insights and trends that support project evaluation and learning
Capacity Building
· Provide training and mentor to project staff members on roles and responsibilities in line with project frameworks
· Build the capacity of staff and partner organizations on MEAL systems and processes
Accountability and Learning
· Ensure global accountability tools and drop out assessments are implemented in projects, analyzed, and reported
· Prepare and take part in the organization learning sessions 
· Design, conduct and analyze needs assessment tools, including focus group discussions, key informative interviews and surveys when required
Your profile
The purpose of the MEAL Officer position is to actively support War Child Holland’s MEAL practices by conducting field visits, setting up information management systems, validating, and collecting data, as well as analyzing and generating reports as needed. The MEAL Officer will also support in building the competencies of staff, partners and relevant actors in programs and projects.
 Position within the organization
The MEAL Officer is part of the MEAL Unit and reports directly to the MEAL Manager. S/he works especially closely with other staff of the MEAL Unit, Project Managers/Coordinators, technical officers and local project partners and communities. S/he helps ensure that the MEAL processes and systems meet and in line with the needs of War Child, donors, and beneficiaries. This is a field position with majority time spent in field locations across Lebanon.
Knowledge and experience
· Bachelor’s degree in Social Sciences, Statistics, Development Studies, or a related field.
· Proficiency in MEAL tools and methodologies, including logical frameworks, theory of change, and outcome mapping
· Minimum 2 years of active MEAL experience in social development programming and in conducting field-level data collection, data entry and data analysis required;
· Proven ability to meet tight deadlines with an emphasis on producing quality products;
· Experience in data analysis and assessments preferred;
· Excellent computer skills, including experience with Microsoft Office, OneDrive, SharePoint, Power BI, Kobo Toolbox.

· Fluency in spoken and written Arabic and English, both required;

· Excellent coordination, team work skills and flexibility;
· Strong reporting and writing skills;
· Able to quickly identify needs / gaps and work towards solutions;

· Excellent inter-personal and communication skills, maintains close working relationships with local authorities, international NGOs, and local NGOs and associations.

· Commitment to high level of confidentiality with sensitive information.
What we offer
  • Location : This role is to be based in one of the following War Child country office: Lebanon. 
  • Applicants must be able to travel between Beirut and Tripoli Offices. 
  • War Child does not offer relocation.
