Digital Economy Specialist (National Fixed-Term Contract in Yemen)

Your mission
Partnership Oversight and Community Engagement
  • Build strong connections with local partners, educational institutions, and government entities to support project objectives.
  • Act as a key communicator between War Child Alliance and local organizations, facilitating collaboration and understanding.
  • engage partners, including local businesses, technical experts, and community organizations, to broaden project reach and resources.
  • Develop tailored training materials that address the specific needs and contexts of partner staff and beneficiaries.
  • Create and maintain a network of community stakeholders, including youth groups and leaders, to enhance project visibility and engagement.
  • Organize regular meetings with stakeholders to discuss project updates, gather input, and strengthen collaborative efforts.
  • Conduct outreach activities to inform the community about project initiatives, encouraging participation and support.
Project Implementation and Management
  • Oversee digital economy project activities, particularly the establishment of the Tech-Hub, ensuring they align with strategic objectives and timelines.
  • Collaborate with partner to create detailed action plans that clearly define responsibilities, timelines, and expected outcomes.
  • Collaborate with local partners to develop selection criteria for beneficiaries and implement outreach strategies transparently and inclusively.
  • Support the local partner to identify and hire qualified trainers, prepare training content, conduct training sessions, and evaluate their effectiveness. Ensure that trainers are equipped to deliver engaging and impactful sessions.
  • Plan and facilitate workshops and training sessions focused on digital economy skills, targeting diverse beneficiary groups.
  • Support the local partner to schedule and conduct training sessions for participants, gathering feedback to improve future training. Monitor participant progress and provide additional support as needed, ensuring engagement and success.
  • Assist partners in conducting studies to identify barriers to financial access and recommend strategies to enhance economic opportunities for youth.
  • Collaborate with CSOs to enhance their skills and knowledge, enabling them to effectively engage in advocacy efforts and community development.
  • Conduct site visits with partners to assess project effectiveness and gather feedback from beneficiaries.
  • Assist the Programs Manager in tracking project budgets and expenditures, ensuring compliance with financial guidelines.
  • Prepare regular updates and reports on project status, highlighting achievements, challenges, and areas for improvement.
  • Assist the Programs Manager to Identify potential risks and challenges to project implementation and develop strategies to mitigate them.
 
 
MEAL
  • Support the local partner in designing and implementing data collection tools for baseline and market needs assessments to assess community needs and opportunities in the digital economy, analyzing findings to inform project direction.
  • Support in developing monitoring, evaluation, accountability, and learning frameworks specific to digital economy initiatives, including key performance indicators.
  • Regularly evaluate the effectiveness of activities delivered by local partners through defined performance metrics and feedback mechanisms.
  • Document all joint project activities, including meeting minutes, stakeholder interactions, and progress updates, to ensure transparency and accountability.
  • Develop in-depth reports with local partners that reflect project progress, outcomes, and impact, as well as developing success stories.
  • Collect and incorporate feedback from partners and beneficiaries into project planning and execution to ensure responsiveness to community needs.
  • Capture and share lessons learned and best practices to enhance project effectiveness and inform future collaborations.
Your profile
  • At least 3 years of experience in digital economy trainings infinitives and project management with youth development programs, particularly in collaboration with local partner organizations and educational centers.
  • A bachelor’s degree in information technology, business or a related field is required.
  • Strong understanding of digital economy trends, tools, and best practices.
  • Familiarity with digital economy concepts and vocational training.
  • Proven experience in managing projects, including planning, execution, and monitoring.
  • Strong analysis, planning, and coordination skills.
  • Excellent written and oral communication skills in English and Arabic, including report development, writing, and editing.
  • Strong interpersonal skills to effectively engage and collaborate with diverse stakeholders, including youth groups, community leaders, and government entities.
  • Ability to provide creative and interactive training sessions.
  • Capacity to build and maintain relationships with diverse stakeholders.
  • Ability to empower and build capacity of CSOs.
  • Strong skills in communicating with youth, with a commitment to their right to participate.
  • Familiarity with MEAL frameworks and strong ability to analyze data, assess project effectiveness, and provide actionable insights. 
  • Strong organizational and time-management capabilities, with the ability to manage multiple tasks and meet deadlines.
  • Demonstrated attention to detail and ability to follow procedures.
  • Capacity to respond to feedback and adapt strategies to meet beneficiary needs.
  • Flexibility to work independently and in a team setting.
  • Contract length 30 month.
