Your profile
Job Description:
Finance Manager will lead to ensuring timely, high quality, and reliable financial information and analysis are readily available to inform program decision making. Within this remit, specific requirements will include overseeing budget management process and monitoring expenditure; generating up to date and timely financial reports and flagging analysis to identify projects potential under/overspending; ensure timely preparation of financial reports and documentation for WCUK HQ and donors; participate in strategic planning and decision making under the guidance of the Head of Support (HoS).

Financial Management 
  • Lead on all financial management aspects, planning and reporting across the Afghanistan program.
  • Support the HoS in designing and implementing appropriate financial controls and budget management mechanisms, including tools for tracking/monitoring and analysing spending across multiple grants.
  • Provide support to HoS in contributing to the development of finance strategy, country annual plans, with specific reference to finance.
  • Lead on financial risk assessments and coverage analysis to provide inform strategic decision making and ensure financial sustainability;
  • Ensure all the financial plannings and expenditures (data) correctly entered in the Unit4 accounting system.
  • Ensure timely closure of Monthly Accounts and prepare Month-End Financial Package for submission to HQ.
  • Prepare Monthly budget vs Actual (BVA) reports and facilitate review meetings with Program Managers to analyse financial performance, address variances and support informed decisions.
  • Coordinate with Project/program managers to update forecast in BvA on monthly basis during BvA review meeting, share the updated BvA with HoS & SMT for review. 
  • Oversee cash flow management and administration of bank accounts in Afghanistan and ensure all the Bank & Cash reconciliation are prepared on monthly basis.
  • Ensure the timely and accurate processing of monthly payroll.
  • Update shared cost allocation on monthly basis, 
  • Prepare quarterly financial reports and submission to HQ with approval of HoS.
  • Lead the budget development process and oversee the financial aspects of proposal development. 
  • Lead on all financial reports’ preparation in compliance with WCUK, donors, and auditors and proper documentation for audit purposes
  • Manage all audit processes, including statutory, donor, internal/ External.
  • Ensure War Child remains compliant with all in-country regulations. 
  • Review and Validate partners financial reports in-line with their approved budgets.
  • Ensure deduction and timely deposit of Tax for employees and vendors on monthly basis.
  • Ensure obtain the Annual Income Tax Clearance certificate from MTO.
  • Lead on submission of Six-monthly report to MoEc.
  • Lead on Year-End closing process and submission of Annual accounts & reports to HQ.  
Capacity building staff & local partners
  • Build capacity of the finance staff through on-the-job training, mentoring, coaching as well as training and workshops.
  • Contribute to the designing and implementation of capacity building initiatives for WCUK partners as part of organizational development commitments.
  • Monitor and coordinate compliance with financial policies, procedures, and practices.
Management of staff
  • Supervise all finance staff in Afghanistan, regular team meetings, one-to-one meetings, etc.
  • Lead on development plans for all finance staff in Afghanistan and actively develop best practices in all projects through training, coaching and mentoring.
Overall
  • Support the HoS on the above subjects.
  • Coordinate with HQ finance for monthly reports submission and answering the queries on monthly/ quarterly reports.

Person Specification

  1. Experience and mandatory criteria:
  • Afghan Nationals only
  • Masters (MCOM/MBA) degree with a major in Accounting or Finance
  • Minimum 3-years of experience in a similar role, preferably with INGOs, UN, or donor’ agencies.
  • Familiarity with project cycle financial management and donor reporting.
  • Demonstrated experience managing substantial budgets.
  • Demonstrated experience of capacity building of staff through coaching, training, and mentoring.
  • Dynamic and motivated individual with a positive attitude to problem solving.
  • Strong focus on timely and quality outputs.
  • Self-reflective and open to feedback from direct reports and line management.
  • Able to work under pressure, tight deadlines, and competing priorities.
 
  1. Technical Skills/Expertise:
  • Must be able to communicate effectively in English. 
  • Pashtu and/or Dari are assets.
  • Excellence in the use of excel and financial management software.
  • Supervisory and management experience.
