War Child is seeking to hire qualified Monitoring & Evaluation officer to join our program quality team in the Gaza Strip. Job Summary / Scope of Work:

As a member of the program quality team, the M&E Officer is responsible for data collection (using quantitative and qualitative methods), analysis, and reporting. The officer will manage relationships with program staff and implementing partners in the West Bank and Gaza.
Key Responsibilities:
  • Ensure full alignment of indicators, objectives, and results under the direct supervision of the M&E Coordinator.
  • Regularly update tools and processes as reviewed and approved by the M&E Coordinator.
  • Analyze project performance data in coordination with the M&E Coordinator to identify trends and recommend improvements.
  • Support adaptive management by presenting findings to the M&E Coordinator for strategic decision-making.
  • Escalate key evaluation insights to the M&E Coordinator for organizational learning.

Responsibilities and Tasks:

Job Responsibility 1: Data Collection & Management                                                          20% of time 
  • Develop and implement data collection tools in collaboration with program teams, ensuring instruments are tailored to project needs under the supervision of the M&E Coordinator
  • Design quantitative/qualitative data collection tools (surveys, interviews, focus groups) for approval by the M&E Coordinator.
  • Execute timely and accurate data gathering from field teams/partners, under M&E Coordinator guidance
  • Maintain and update project databases, adhering to M&E  data management protocols.
  • Conduct field visits for data verification and progress monitoring, submitting findings to the M&E Coordinator.
  • Manage data storage systems under established M&E guidelines, ensuring secure access for authorized staff.
Job Responsibility 2: Data Analysis & Reporting                                                                  30% of time
  • Create project-specific MEAL plans and Indicator Tracking Tables (ITT) for M&E Coordinator review, ensuring alignment with objectives and clear role clarification for teams/partners.
  • Develop tools and methodologies under M&E Coordinator guidance, ensuring adherence to donor and organizational standards.
  • Manage project M&E systems (supervised by M&E Coordinator), ensuring indicator-objective alignment and data integrity.
Job Responsibility 3: M&E Planning and System Development                                          20% of time
  • Create project-specific MEAL plans and Indicator Tracking Tables (ITT) for M&E Coordinator review, ensuring alignment with objectives and clear role clarification for teams/partners.
  • Develop tools and methodologies under M&E Coordinator guidance, ensuring adherence to donor and organizational standards.
  • Manage project M&E systems (supervised by M&E Coordinator), ensuring indicator-objective alignment and data integrity.                   
Job Responsibility 4: Coordination & Stakeholder Support                                                 15% of time
  • Continuously assess partner M&E needs and escalate gaps to M&E Coordinator for targeted support 
  • Work closely with program teams to integrate M&E into project planning in coordination with M&E Coordinator 
  • Liaise with implementing partners (West Bank & Gaza) for data sharing and reporting.
  • Participate in meetings and workshops to present M&E findings.
  • Analyze data and compile performance reports for M&E Coordinator validation before dissemination.
Job Responsibility 5:Evaluation & Performance Review                                                   15% of time 
  • Prepare comprehensive reports, analyze data and compile reports detailing project performance, outcomes, and impact for stakeholders.
  • Ensure timely submission of reports, adhere to reporting schedules and ensure all reports are submitted promptly to relevant parties.
  • Administer surveys and manage data for M&E Coordinator-led evaluations, documenting lessons learned and share it with learning officer.
  • Analyze project strengths/weaknesses and propose adjustments to M&E Coordinator for program enhancement
  • Support evaluation processes, assist in evaluations by administering surveys, managing data collection, and supporting data management and analysis efforts.
Qualifications Required:

1. Education: Bachelor’s degree in Business Administration, Social Sciences, Statistics, Development Studies, or related fields.

2. Experience
  • At least 3 years of experience in monitoring and evaluation, data management, or a similar role.
  • Experience working with international non-governmental organizations (INGOs) is an asset. 
3. Skills:
  • Proficiency in Microsoft Office and data analysis tools (e.g., Excel, SPSS, or Power BI).
  • Strong organizational and time-management skills.
  • Effective communication and interpersonal skills.
  • Familiarity with humanitarian principles and MEAL frameworks is an asset.
