Consultancy to Develop a Project Proposal responding to a call for proposal from the European Civil Protection and Humanitarian Aid Operations (ECHO)

Your mission
War Child Alliance is an International non-governmental organization committed to providing humanitarian assistance and protection to vulnerable populations affected by conflict and displacement, and natural disasters. As part of our resource mobilization strategy, we intend to submit a project proposal to the European Civil Protection and Humanitarian Aid Operations (ECHO).
 
In line with this, War Child seeks to engage an experienced consultant to lead the development of a high-quality, competitive, and technically sound proposal aligned with ECHO's guidelines and funding priorities.

Scope of Work;
The Consultant will be responsible for:
  • Reviewing the ECHO Call for Proposals and all accompanying documents, including templates, guidelines, and priority areas.
  • Facilitating a proposal design workshop or consultations with key staff and partners (virtual or in-person) to define the intervention logic, geographical scope, results framework, and strategy.
  • Drafting the full proposal, including:
    • Context analysis and needs assessment
    • Objectives, results, and indicators
    • Target group and beneficiary selection criteria
    • Activities and implementation strategy
    • Risk analysis and mitigation measures
    • Monitoring and evaluation approach
    • Exit and sustainability strategy
    • Budget narrative (technical input) and coordination with finance staff for cost estimates
  • Ensuring compliance with ECHO proposal format, quality standards, and terminology.
  • Incorporating feedback from internal review teams, partners, and consortium members (if applicable).
  • Submitting final versions of all technical documents for validation and sign-off.

Your profile
Qualifications and Experience
  • Proven experience in developing successful ECHO or similar EU-funded humanitarian proposals.
  • Strong understanding of ECHO’s priorities, formats, and compliance requirements.
  • Background in humanitarian programming, preferably in sectors such as protection, education in emergencies, or cash assistance.
  • Excellent writing, analytical, and coordination skills.
  • Knowledge of the humanitarian context in [Uganda / country/region of implementation] is an asset.
  • Ability to work under tight deadlines and with multi-disciplinary teams.

  • A financial proposal (daily rate and estimated total cost).
  • CV highlighting similar assignments and references.Sample of a previous successful ECHO or similar donor proposal (optional/confidentiality respected).
