War Child is an international alliance working in 15 countries. This is an international charity working for children and youth affected by war. War Child initiated working in Afghanistan from 2002. In Afghanistan War Child Work with children and youth, who as a result of conflict, live with a combination of poverty, exclusion, and insecurity. These children and youth might include street children, child headed households, children conscripted into armed groups, unaccompanied minors, youth returnees and refugees, and children who have been put in Juvenile Rehabilitation Center and, the children and youth impacted by the climate induced disasters.  Our mission is to protect, educate and stand up for the rights of children and youth caught up in conflict, poverty, and exclusion. We also work on building the lives and climate resilient livelihoods of the children and youth.  We look forward to a world in which the lives of children and youth are no longer torn apart by war. Your profile

Job Purpose

You will be part of the highly motivated emergency response team to support War Child’s people in Afghanistan. As part of this team, you will be responsible for the effective delivery of support services to ensure transparent and efficient utilization of emergency resources, as well as the day-to-day coordination and management of finance, logistics and procurement activities in this project, under the technical supervision of the Manager - Operations & Suppport, Finance Manager and administrative supervision of the Project Coordinator. 

The Duties and responsibilities may include but are not limited to:

  1. Finance:
  • Manage the day-to-day financial implementation of the project activities ensuring optimal management and utilization of financial resources of the project. 
  • Analyze financial data by coding on all vouchers for valid account/cost center/donors along with supporting documents for completeness and correctness; advise the appropriate adjustments as necessary. 
  • Review procurement transactions to ensure adequate supporting documentation, the accuracy of amounts, and control over payments. 
  • cash count. 
  • Assist with the preparation of monthly cash and bank reconciliations 
  • Maintain the bank file, ensuring that all bank information is properly filed and updated. 
  • Review partner reports and prepare a summary of the review on any of the findings identified for partners. to communicate with the partner in time. Provide feedback to Finance Manager on any findings/identified disallowance. 
  • Preparation, review, and upload of Journal Entries for upload of partner reports to the accounting system 
  • Review and reconciliation of partner funds request prior to processing and ensure forecasting is done timely. 
  • Assist the Finance Manager in the submission of monthly Financial Reports to HQ and report any surplus and shortfall. 
  • Check the available grant budgets before releasing any funds for purchase requests and to the partners’ fund requests. 
  • Conduct spot checks and training with Finance and programming team and provide advice on the financial aspects of the projects. 
  • Represent the Finance department on procurement committees. 
  • Support the Finance Manager during Internal and External Audits. 
  • Contribute to creating a culture committed to the safeguarding of children and adults and compliant to WCUK’s Child Safeguarding and Adults at Risk Policies. 
  • Any other task assigned by line manager.
  1. Logistics & Procurement: 
  • Plan, implement, and manage procurement activities in accordance with War Child Alliance Procurement Guidelines, PEC SOP, and donor regulations.
  • Conduct market surveys, identify suppliers for direct purchases, and manage sourcing activities including RFQs, ensuring fair competition, transparency, and value for money.
  • Conduct online and in-person bid openings and evaluation committees.
  • Prepare bid analysis tables, evaluation reports, and contract award recommendations for review and approval.
  • Support program staff in drafting and managing Purchase Requests (PRs) and Update PR and Contract tracker in a timely manner. 
  • Issuing Purchase Orders (POs), and contracting suppliers for goods and services.
  • Ensure proper documentation, filing, and archiving procurement records for audit and compliance purposes.
  • Monitor rental vehicle usage and log sheets, ensure vehicles are properly equipped, and report usage according to contractual agreements.
  • Ensure timely delivery of goods and services to program locations by suppliers.
  • Coordinate with suppliers, transporters, and service providers to resolve delivery and quality issues.
  • Undertake any other procurement, logistics, and administrative tasks assigned by the Operations and Support Manager.

Person Specification

War Child operates in the northern region provinces of Afghanistan. Preference will be given first to local candidates from Balkh and Jawzjan provinces, and secondly to candidates from other northern region provinces. Experience and mandatory criteria:

  • University Degree (BBA or other relevant), ACCA (part or full qualification) will be an asset 
  • At least 4 Years’ experience with humanitarian organizations related to Finance & procurement. 
  • Committed to ensuring financial/procurement management policies, processes, and best practices. 
  • Familiar with computerized accounts package. 
  • A highly experienced and competent user of MS Excel and other MS Office packages. 
  • Proficiency in English, Pashto, and Dari languages is essential, [i.e., reading, writing, and speaking 
  • Objective and strong communicative skills. 
  • Ability to collaborate and able to work with people from different backgrounds. 
  • Good organizational skills with the ability to plan, to work well under pressure and manage priorities to meet deadlines. 
  • Ability to take initiative for continuous improvement. 
  • Flexible and willing to support others.
