Job Purpose
The Partner Quality and Compliance Coordinator is responsible for leading partner-focused compliance, risk identification and management, donor compliance assurance, and quality oversight across the FCDO-funded project implemented by War Child UK and its implementing partners (WASSA, AWEC, AWUDO, and RSDO) across six provinces. The role ensures that all partner programme activities, operational systems, and reporting processes comply with FCDO regulations, contractual obligations, War Child UK policies, safeguarding standards, and applicable statutory requirements.
The post holder will coordinate partner compliance monitoring, risk assessments, internal control strengthening, and corrective action follow-up to enhance accountability, audit readiness, and effective grant management across all implementing partners. The role will support donor and War Child compliance oversight through regular reviews of partner financial documentation, procurement records, programme files, and supporting evidence to ensure accurate, timely, and compliant donor reporting and documentation management.
The incumbent will support partner due diligence, safeguarding compliance, fraud prevention, accountability mechanisms, and capacity strengthening initiatives aimed at improving governance, operational compliance, internal controls, and programme delivery standards. Working closely with Programme, Finance, Grants, MEAL, and Safeguarding teams, the role will contribute to strengthening partner systems, mitigating implementation risks, and promoting consistent compliance and quality assurance practices across the partnership structure.
The role requires strong knowledge of FCDO compliance frameworks, donor regulations, partner risk management, safeguarding standards, audit processes, and programme assurance mechanisms to support accountable, ethical, and compliant implementation of partner-led programming.
Job Description
The Duties and responsibilities may include but not limited to:
- Partner Compliance
- Lead partner compliance monitoring to ensure adherence to FCDO regulations, donor contractual obligations War Child UK policies, and statutory requirements across all IPS II implementing partners and project locations.
- Conduct regular IPS II Partner compliance reviews, financial spot checks, and assessments covering programme, grants, finance, procurement, HR, safeguarding, and operational systems.
- Develop and maintain partner focused programme and grants compliance tools, checklists, reporting templates, and tracking systems to strengthen programme quality, accountability and standardized compliance practices
- Monitor compliance findings and prepare corrective action plans, and ensure timely resolution of identified compliance gaps, risks and non-compliannce issues.
- Partner Risk Management & Internal Controls
- Identify assess, monitor, and report operational, financial, safeguarding, compliance and delivery risks associated with FCDO Funded IPS II implementing partners and project implementation.
- Maintain an up to date partners’ programme risk registers, track mitigation actions, and escalate critical risks to senior management for timely decision-making.
- Support strengthening of partner internal control systems, including fraud prevention measures, compliance assurance mechanisms, and risk mitigation processes.
- Support in strengthening partner and WCUK’s internal control systems and support fraud risk assessments, prevention measures, and compliance assurance processes.
- Conduct compliance checks and assurance reviews to monitor partner adherence to donor requirements, policies, and agreed controls.
- Support in the development and implementation of partner risk management and corrective action plans to improve compliance and accountability.
- Grants & Donor Compliance Oversight for partners
- Ensure the IPS II implementing partners comply with FCDO grant requirements, donor regulations, War Child UK policies, contractual obligations, statutory requirements, reporting standards, and value-for-money principles
- Lead reviews of partner reports, financial documentation, procurement records, supporting evidence, grant files to esnuse donor compliance and audit readiness.
- Support timely, accurate, evidence-based, and compliant donor reporting processes across all implementing partners.
- Coordinate donor verification exercises, external audits, and documentation management to ensure proper audit trails and record-keeping systems are maintained by partners.
Partner Capacity Strengthening
- In coordination with relevant WCUK departments leads, support in identification of gaps in partner systems (HR, finance, safeguarding, procurement, MEAL) and other capacity related to related to grants management, compliance, finance, procurement, safeguarding, HR, and programme implementation
- Work with the departmental head and technical leads to design and implement targeted capacity strengthening plans to improve partners compliance and operational performance.
- Provide technical support, mentoring and on-the-job coaching to partner staff on donor compliance, documentation standards, reporting requirements to facilitate improvements on partner internal controls and conversation around policy reviews.
- Support partners in strengthening governance, accountability, and compliance systems to meet donor, organizational expectations and statutory obligations.
- Coordination & Reporting
- Work closely with Program Quality & Compliance Officers, MEAL, Finance, Safeguarding teams, grants team and programme team to coordinate partner compliance, risk management, and programme assurance processes..
- Contribute to Project Management Team (PMT) discussions on partner compliance risks, programme and grant performance, and operational challenges.
- Prepare consolidated partner compliance, grants oversight, risk management and programme quality reports for senior management and the Management committee.
- Support effective coordination and communication between War Child UK and implementing partners to ensure consistent compliance and reporting practices.
- Programme Quality Assurance and field monitoring of Partners’ activities
- Conduct regular field visits to verify partner programme implementation, service delivery quality, participants’ reach, and compliance with donor, War Child safeguarding, PSEA and accountability standards.
- Ensure partners compliance with do-no-harm, safeguarding, and accountability to affected populations (AAP) standards and ethical programme standards.
- Analyze partner compliance, programme quality, risk trends and provide recommendations to strengthen programme performance, improvement and accountability.
- Monitor partner adherence to FCDO compliance requirements and operational standards during programme implementation.
- Support to ensuring Safeguarding, Ethics & Accountability
- Support in ensuring that all IPS II implementing partners comply and adhere to PSEAH, safeguarding, and Code of Conduct standards/requirements in line with donor and organizational standards and localization practices.
- Support safeguarding and Integrity monitoring, incident reporting, and investigation processes where required or assigned
- Support with strengthening complaint and feedback mechanisms (CFRM) and ensure proper documentation follow-up, and accountability processes

Experience and mandatory criteria:
- Bachelor’s degree in finance, Audit, Business Administration, or related field (master’s preferred)
- Minimum 5–7 years of relevant experience in internal audit and financial compliance
- Proven experience working with INGOs and donor-funded projects (ECHO, AHF, SIDA and FCDO are highly preferred)
- Demonstrated experience in partner/consortium management and capacity strengthening
- Strong knowledge of:
- Internal audit standards
- Financial controls and procurement compliance
- Donor regulations (especially FCDO or similar)
- Experience in risk management and developing internal control systems
- Ability to analyze financial and programmatic data critically
- Strong understanding of Afghanistan operational context and partner-based delivery models
- Experience working across multiple provinces and with local NGOs
- Willingness and ability to travel to field locations regularly
- High integrity and zero tolerance for compliance gaps
- Strong analytical and report-writing skills
- Ability to challenge partners constructively
- Excellent coordination and stakeholder management skills
- Fluency in English and Dari/Pashto
